April 2016 Technical Society Program

“Coal mine permitting in Tennessee: highlights and issues”

The pressures from inexpensive natural gas on one side and environmental concerns on the other side and the demand for coal from China combine to make the coal mining industry a topic of interest. The Technical Society of Knoxville meeting on April 11, 2016 will have Earl Bandy and William Winters speaking on the topic “Coal mine permitting in Tennessee: highlights and issues”.(PDH)
Mr. Earl Bandy is Director, Knoxville Field Office Office of Surface Mining Reclamation and Enforcement (OSMRE). Mr. Bandy has nearly 40 years of experience in various fields related to surface coal mining and reclamation. He has served as an inspector, investigator, manager and director for Office of Surface Mining Reclamation and Enforcement/Department of Interior (OSMRE). Mr. Bandy is well experienced in implementing enforcement procedures, creating innovative settlement agreements, establishing long term treatment trusts, advising agencies on bankruptcy proceedings, and serving as an expert witness. Mr. Bandy is a member of the CPCRI Steering Committee. He enjoys his volunteer work with Knox County Master Gardeners, gardening and fishing.
He has a B.S. In Mining and Reclamation from Lincoln Memorial University.
William Winters has been with the U.S. Office of Surface Mining Reclamation and Enforcement (OSMRE-HPA) since 2001, He has worked four years as a consulting hydrogeologist and he has seven years of regulatory experience with the Pennsylvania Department of Environmental Protection. He has been an Instructor for Permitting Hydrology, Quantitative Hydrogeology, and Testing and Analysis of Aquifers Characteristics with AQTESOLV ( only he knows what that is).
Mr. Winters has a B.A., in Geology from Edinboro University and a M.S in Geology from the University of Pittsburgh.
